Use a soft tape or a hard ruler. Both work. Measurements are taken flat, not wrapped around your foot. The steps are identical.
Place the tape or ruler on the floor with the zero end against the wall. Then stand barefoot on the tape. Feet flat. Full weight on both feet. Your foot spreads under body weight, and that spread is the real size we need to fit.
